Background
DISEC, short for the Disarmament and International Security Council, is the First Committee in the General Assembly of the United Nations, created when the charter of the United Nations was signed in 1945. This committee deals with disarmament, global challenges and threats to the peace of the international community. It seeks out solutions to the challenges in international security within the scope of the charter.

Note: This council will follow HMUN Rules of Procedure.
Topic 1: Regulation and Accountability of Private Military Companies
The use of Private Military Companies (PMCs) has greatly expanded over the past two decades, enabling powerful states to inflate their military force while losing few resources. Despite the tremendous range of services promised, the PMC’s occupy legal gray areas leaving them unbound to the employing nation for accountability of war crimes. Thus, it is undoubtedly the responsibility of the DISEC to advance regulation and accountability for the meaningful conduct of PMCs.
Topic 2: The Issue of Lethal Autonomous Weapons System With a Focus on International Regulation
With the advancement of technology across all areas, it is with no surprise that the world has witnessed the introduction of lethal autonomous weapons systems (LAWs). However, these have in turn led to the emergence of ethical and legal issues. It is important to facilitate international discussion and find the compromise between those who are against LAWs and those for, as DISEC addresses the issue of lethal autonomous weapons system with a focus on international regulation.
